A Creek That Is Also an Administrative Boundary

Spring Creek separates Harris County from Montgomery County, and the residential area known as Spring sits on both sides of it. The Louetta and Cypresswood neighbourhoods to the south are Harris County. The subdivisions running north of the creek are Montgomery County. Old Town Spring, the historic core, sits on the Harris side.

Everything administrative follows that line. The deed records with the clerk of the county the land is in. A probate proceeding for a deceased owner opens in that county's court. Title searches for liens and prior conveyances run against that county's index and return nothing useful if run against the other. Property tax accounts sit with the corresponding appraisal district.

None of this is difficult once identified. It becomes expensive when it is identified late, because work performed against the wrong county's records has to be repeated. On a fire file with an estate attached, where probate is already the long pole, a county error can add a month.

Is Spring in Harris County or Montgomery County?

Both, divided by Spring Creek. Southern Spring, including the Louetta corridor, is Harris County. Northern portions beyond the creek are Montgomery County. Confirm from the appraisal district holding the tax account rather than the mailing address, which reads Spring on either bank.

Unincorporated, Which Means the County Permits It

Most of Spring has no municipal government. Repairs, rebuilds and demolitions on the Harris County side are permitted by the Harris County Permits Office in the Office of the County Engineer at 1111 Fannin Street, through the county's e-Permits portal. Montgomery County addresses go through that county's own permitting function.

The Harris County side carries the same two features that shape any unincorporated fire file in this county: residential building permits for single-family and duplex homes have been required only since 1 September 2009, and the county does not require a general contractor licence. Spring's housing stock is heavily 1970s through early 2000s, so most of it predates the permit threshold. Fire Service Is Fragmented Too

There is no single fire department covering Spring. The area is served by a patchwork of emergency services districts and volunteer departments whose boundaries do not align with the county line or with subdivision boundaries. For an owner this matters in one specific way: the incident report you need for an insurance claim, and that a buyer will ask for, comes from whichever department responded, not from a central municipal records office. Requesting it from the wrong department wastes a week.

What the Numbers Look Like

Spring's stock spans a wider age range than the newer suburbs west of the metro. Older sections carry 1970s single-storey houses of 1,400 to 2,000 square feet on mature lots; the northern subdivisions run larger and newer. Land values are moderate and set by subdivision supply, so as elsewhere in the outer metro there is no teardown premium waiting to absorb a total loss.

The older, smaller houses behave better after a serious fire, for the same reason they do everywhere: the improvement was a smaller share of the total, so less of the asset is destroyed and the residual land value covers more of the gap. The larger newer houses in the northern subdivisions carry most of their value in the structure, and a structural loss there is close to a full loss economically.

Where the property sits in the Spring Creek or Cypress Creek floodplain, the county's post-Harvey foundation and elevation requirements apply and generally rule out reusing an existing slab, which converts a repair project into a demolition and elevated rebuild.
