Outside them, they come from the Harris County Permits Office in the Office of the County Engineer at 1111 Fannin Street, through the county's e-Permits portal, with the assistance line at 713-274-3232.
There is no shared counter and no cross-referral. An application filed with the wrong authority is returned, and the week it took to discover the mistake is gone. The subdivisions spreading north and west along State Highway 249 date mostly from the 1990s and 2000s. Harris County recording runs $25 for the first page and $4 for each additional page either way, but that is the only part of the process the two halves share.
If the property turns out to be unincorporated, three things follow. There is no municipal zoning, and land use is governed instead by recorded deed restrictions enforced privately. Harris County has required residential building permits for single-family and duplex homes only since 1 September 2009, so anything older went up without county residential plan review. And the county does not require a general contractor licence in unincorporated areas, which widens the quality range on rebuild bids considerably.

Two Housing Stocks, Two Outcomes
Tomball's older core, around the historic downtown and the railroad, holds smaller early and mid-century houses on parcels that are generous by modern subdivision standards. As with older stock anywhere, the land carries a larger share of the value, so a serious fire leaves something genuinely worth selling and a contained fire restores at a cost comfortably below finished value.
The master-planned development that has expanded south and west since the 1990s follows the outer-metro pattern instead: larger houses, standard lots, no scarcity premium on the dirt, and nearly all the value in the improvement. A structural fire there destroys most of the asset, and reconstruction lands close to what the finished house is worth.
The appraisal district account for the address settles which case applies in about a minute, because it separates land value from improvement value. Owners who look at that split before speaking to anybody negotiate better, whoever they end up selling to.
Drainage and the Creeks
The area is drained by Willow Creek and Spring Creek in the northwest Harris County watershed. Flood exposure varies parcel by parcel, and where a property falls in the mapped 100-year floodplain the county's foundation requirements apply to any rebuild, which generally rules out reusing an existing slab.
The seller's disclosure notice asks separately about floodplain designation, prior flooding and flood insurance proceeds received, and those answers accompany the property regardless of the fire.
