The Jurisdiction Question Comes Before Every Other Question

An owner with a burned house usually assumes the city named in the mailing address is the city that regulates the property. Across the Houston metro that assumption is wrong often enough to cost people weeks. Large parts of what people call Katy, Spring, Cypress and Atascocita are unincorporated county territory with no municipal building department at all. Kingwood carries a Houston address because it was annexed in 1996. Katy, Pearland, Baytown and Missouri City each straddle two or three county lines, which decides which clerk records your deed and what that costs.

Get the jurisdiction right and everything else follows: which office issues the demolition permit, which floodplain standard applies to a rebuild, whether windstorm coverage is a condition of insurability, and how quickly title can move. Get it wrong and you file with an office that has no authority over your address.
